From choosing a programme to planning your budget

Applying to a Romanian university starts with three connected decisions: what to study, which admission procedure applies and how to fund tuition and living expenses. An English-taught programme determines the language requirements, citizenship and legal status shape the application route, and a full annual budget helps you assess whether your plan is realistic. Examples refer to the 2026 admission cycle and 2026/2027 fees — requirements for the 2027 intake must be confirmed through new university announcements. Last editorial review: 1 October 2026

How to choose a programme and university

Define your educational goal first — a first degree, further specialisation through a master’s programme or a move into a new field. Compare curricula before university names, cities, teaching languages and prices — programmes with similar titles can have different compulsory subjects and practical components. Data analysis needs quantitative preparation, management involves financial information and practical assignments, and engineering requires laboratory and calculation-based work.

Check the teaching language of the exact programme — an English website does not mean that the entire course catalogue is taught in English. Use the same criteria for every option: qualification level, curriculum, previous education requirements, language, selection process, duration and full budget. Rankings can introduce a university, but the final decision should reflect your goals and application eligibility — confirmed practical opportunities are more useful than broad employment promises.

Romanian universities with English-taught programmes

University of Bucharest

The official English-taught bachelor’s catalogue includes Business Administration and Sociology — compare course content to choose between organisational management and the study of society. Give the admissions office the faculty and exact programme name to obtain the applicable selection requirements.

Bucharest University of Economic Studies, ASE

English-taught bachelor’s options include Marketing, Management, Economic Informatics and Finance and Banking — match marketing, managerial, technological or financial preparation to your intended direction. Master’s options include Master of Business Analytics and Digital Business and Innovation — specialised MBA programmes have separate entry requirements and fees.

Babeș-Bolyai University, UBB

The Faculty of Business offers Business Administration in English — assess your readiness for economics and quantitative subjects. EU and non-EU admission procedures are separate — check that a faculty’s calendar applies to your category.

West University of Timișoara, UVT

English-taught options include Computer Science and Artificial Intelligence at bachelor’s level and Cybersecurity at master’s level. Artificial intelligence requires a mathematical foundation, while cybersecurity applicants should compare their existing knowledge with the master’s entry requirements.

POLITEHNICA Bucharest, FILS

The Faculty of Engineering in Foreign Languages advertised English-taught engineering programmes in its 2026 admission cycle — examine the specific specialisation and its laboratory component. A programme description confirms an educational offering, rather than places in the next intake — verify the new programme list and admission conditions separately.

Bachelor’s, master’s and applicant categories

After secondary school

A bachelor’s application requires a completed secondary qualification that provides access to higher education — recognition does not replace competitive selection or faculty requirements. Check grades alongside relevant subjects — holding a school qualification does not establish eligibility for every specialisation. If your final document is pending, ask whether a provisional certificate is accepted — the University of Bucharest provides for this possibility under its published conditions.

After a first degree

A master’s application involves checking the degree and the suitability of previous training — when changing fields, prepare course descriptions and explain your educational goal. ASE’s standard non-EU international route specifies a maximum gap of three years after secondary graduation for bachelor’s applicants and two years after the bachelor’s examination for master’s applicants — these are institution-specific conditions.

Citizenship and legal status

EU and non-EU applicants may follow different recognition and admission procedures — a non-EU application may involve obtaining a ministry-issued letter of acceptance. If you hold protection status, establish the exact legal basis and applicable category — citizenship, residential address and residence documentation are separate details. Before paying for translations, send admissions your education and status details and obtain confirmation of the appropriate route.

Admission documents

Build your working file around the selected university’s instructions — a general checklist supports preparation but does not replace the official list.

  • Secondary qualification or previous degree and academic transcript
  • Passport copy and birth certificate
  • Medical certificate in the required format
  • Language evidence, unless an exemption applies
  • Faculty selection materials — CV, motivation letter, portfolio or other documents required by the programme

Match your name to your passport, check the transcript against the diploma and confirm how to document a name change. CNRED and university translation rules may differ — ASE requires certified Romanian translations for the relevant documents. Apostille or legalisation requirements depend on the issuing country and recipient — check scanned-file requirements separately from the presentation of originals.

Your CV should highlight experience relevant to the programme — avoid repeating whole paragraphs from your motivation letter.

English requirements and the preparatory year

English-taught study still involves language checks — each university determines accepted certificates and exemptions. UBB warns that school-issued language certificates are not accepted — ASE provides exemptions based on documented previous study in the programme language and other grounds. Before paying for IELTS or another examination, confirm which evidence your chosen faculty accepts.

Assess practical readiness separately: read subject-specific material, summarise it in writing and check your professional vocabulary — conversational fluency may not be enough for lectures and assignments.

A Romanian-taught programme may require a preparatory language year — add its fees and the extra period of living expenses to your plan. Completing the language course and admission to the main degree are separate stages unless the university confirms a different arrangement. Romanian remains useful for everyday life and professional communication even when your degree is taught in English.

Deadlines and preparation for the 2027 intake

In UBB’s 2026 non-EU international bachelor’s cycle, registration ran from 1 April to 31 July — ASE published a period from 1 April to 30 August for the relevant international admission route. Those periods have ended — they must not be presented as confirmed 2027 deadlines. About a year before your intended start is a useful organisational allowance rather than an admission rule — begin earlier if substantial language preparation is needed.

  1. Choose the degree level, field and teaching language
  2. Confirm the admission category and eligibility of previous education
  3. Collect documents and check translation requirements
  4. Prepare language evidence and selection materials
  5. Calculate the budget and submit before the final registration day
  6. After acceptance, verify payments, original documents and relocation requirements

Record diploma availability, translations, application, decision and final enrolment as separate dates — allow time to correct errors.

Tuition fees and the full annual budget

Romania has no single higher-education price — fees depend on the programme, year of study and student category.

2026/2027 examples for non-EU citizens

  • ASE bachelor’s — €3500 per year plus a €350 registration fee, totalling €3850
  • ASE standard master’s — €4500 per year plus a €450 fee, totalling €4950 — specialised MBAs are priced separately
  • FILS, POLITEHNICA Bucharest — €2600 for the first bachelor’s year and €2700 for the first master’s year
  • ASE Romanian preparatory year — €4500 plus a €350 fee, totalling €4850 before living costs

Do not extend FILS’s first-year fee automatically to the whole degree — its published schedule differentiates between study years. ASE publishes conditions for competition for state-funded and fee-paying places for EU citizens and other specified categories — participation does not automatically remove tuition fees.

Accommodation and everyday costs

UVT’s international admission page gives a dormitory indication of 280–650 lei per month for self-financing students — confirm availability and the current rate. For private rental, include the deposit, utilities and travel to campus — calculate food, transport, communications and healthcare separately.

An illustrative annual calculation

Assume €650 per month for accommodation and everyday costs plus €1000 for initial arrangements — these are modelling assumptions, not a verified average cost of living. 650 × 12 = €7800 — adding initial costs gives €8800 before tuition.

  • FILS first year: 8800 + 2600 = €11 400 — a hypothetical 10% reserve brings this to €12 540
  • ASE bachelor’s: 8800 + 3850 = €12 650 — with a 10% reserve, €13 915

Replace assumptions with confirmed amounts and add other compulsory charges — the 10% reserve is an example parameter, not a university requirement. Budget for a full year, including months outside teaching — do not count an unconfirmed scholarship or expected part-time earnings as available funds. Before transferring money, verify the official invoice, recipient and refund conditions — support services are paid separately from university charges.

Scholarships, visas and steps after acceptance

Romanian Ministry of Foreign Affairs scholarship

The competition is intended for non-EU citizens, subject to exclusions — these include applicants who have requested or obtained protection in Romania. The minimum average result for the last completed educational stage is 7 on the Romanian scale or a Good rating. Bachelor’s and master’s scholarships cover Romanian-taught study, with a preparatory year where needed — medicine, dentistry and pharmacy are excluded.

Support includes tuition and a monthly scholarship — dormitory funding is limited to the subsidy and availability, without a promise to cover private rent fully. The 2026 application period ran from 16 February to 31 March and has ended — the next competition requires a new announcement. An English-taught programme does not itself provide a scholarship — check each competition and retain a budget without funding until an award is confirmed.

Visa and residence

For the standard non-EU study-visa route, IGI requires evidence of acceptance, financial means and payment of at least one year of tuition unless an exemption applies. A university letter does not complete the visa process — a residence permit is arranged after arrival. IGI states that renewal applications should be submitted at least 30 days before authorised stay expires — check the requirements for your legal basis and individual circumstances. A realistic budget and formal proof of funds serve different purposes — verify both before relocating.

Admission and budget questions

Application preparation with M&P Advertising

M&P Advertising helps compare your academic background, programme requirements, costs and application calendar — document checks and application support can be agreed after selecting a direction. For an initial discussion, provide completed education, your field, intended start year, language and maximum annual budget — include a programme link if you have already chosen one.

The support format and service fees are agreed after assessing the task — the university decides admission and the scholarship organiser decides funding. Universities allow independent applications — support is not compulsory and does not guarantee funding or immigration status.
